Initially the event was planned to last until November 6, 2022[1], but on October 27, SCS announced an extension of the event "well past the 1.46 Open Beta testing closure date".[2] On November 2, SCS announced the event's end date, November 14, 2022.[3]

To participate in the event, a player must complete 13 deliveries of Halloween Treats from any city.
Deliveries must have a distance of 100 km each (62 miles) or more to count.
Mission Objective
To achieve the personal goal, each individual player must make at least 13 deliveries to and from any city in both games.
The community goal requires all participating players to make at least 666,000 deliveries of Halloween Treats.
Rewards
All players completing their personal goal will receive a World of Trucks Achievement, and a Swinging Bat dashboard toy as a Steam inventory item.
When the community goal is reached all players completing their personal goals would receive a Steam inventory item for their cabin, specifically a Pumpkin Head hanging toy.
Trivia
Happy Hauloween is the first ever Halloween-related World of Trucks event.
The personal goal (13) and the community goal (666,000) both include an "unlucky and terrifying" number. The number 13 is known as The Unluckiest Number, and 666 is famously known as The Number of the Beast.
Most WoT events have a personal goal of at least 7 deliveries. The number 7 is considered a lucky number in the sieving process, and a lucky prime. This is the first World of Trucks event to include unlucky numbers in its personal and community goal.
